Budapest, April 15, 2010 – On the 4th
Professional Mobile Communication Day the Hungarian
TETRA community evaluated the current state of the
Unified Digital Radio Communications System and its
role in the operation control of the public safety
services. The Hungarian system, which is rated to
belong to the supreme league in international
comparison too, works stably at maximum load, providing
reliable background for the activities of the different
organizations. The EDR helps make the operation control
work of the public safeties even more efficient, the
impact of which also the ordinary citizens can feel in
emergency situations. The EDR only needs minimum degree
of upgrade to answer the requirements of the public
safeties, which have changed a lot since the system was
first installed. Both Pro-M Zrt. and its parent the
Magyar Telekom Group attach high importance to the
necessary developments and are ready to deliver them if
the relevant contract permits.
With the EDR and its services the public safety
services (the police, the ambulance service, the fire
service, etc.) can develop such operation control
system for themselves, which helps them provide more
targeted and accurate information for their field
forces.

in managing a disaster or accident situation, or even a
road control operation for that matter, has beneficial
effect on the everyday life of the citizens,

More than communication
The single most important benefit of the EDR in
operation control is that it enables the use of the
unified 112 emergency system. With the vehicle tracking
system of the digital radio network, with the group
communication services and an appropriate operation
control plan every public safety services can join the
communication, cooperation and to monitor the disaster
recovery operations on a single surface.
Organized, coordinated action, fast mobilization and
cooperation between the emergency service units are
crucial in case of emergency situations, disasters.
With the modern features of the precisely elaborated
operation control systems faster and more accurate
response can be made in actions, which involve mass
sport and other events, crime operations, road
accidents, fire or any other emergency reported by the
citizens. EDR’s Pro-Mobile Vehicle Tracking
system also enables that the status of the ambulance
cars (e.g. free, carrying passenger, etc.) which was
formerly set manually, be entered in the system and
monitored on the screen at any time. This enables the
dispatcher to alert to an accident such ambulance car,
which is closest to the scene, free and has the
necessary equipment. In the near future the digital
radio system will enable the rescue operation control
center to communicate all necessary information with
the hospital about the patient the ambulance car is
carrying.
With the help of the EDR vehicle tracking system the
police operation control staff can follow also visually
on the screens of the control center the direction of
movement of the vehicles, masses, or which roads they
have to close to maintain security. With further
development of the EDR services and the operation
control systems the public safety services will also be
able to receive any database information on their
radio: data on wanted persons, number of staff that can
be mobilized, alert, emergency assistance plans,
extraordinary weather report, flood and inland water
readings or even the images of the video surveillance
cameras.
The network operator Pro-M Zrt. focuses not only on the
operation control services. Acting on feedback from the
emergency users, it continuously develops the TETRA
system. For example, as a result of the development
they have reached 99% coverage for the mobile EDR
terminals, in contrast to the 94% committed in the
contract. But not even development reaching beyond the
contractual obligations is enough to meet the changing
requirements of the emergency services. Minimum further
development of the system is necessary to enable the
emergency services to use a system which supports their
everyday work to maximum degree.
’We also agree with the demands of the public
safety services, so we spare no effort to reach our
common objective: development of the system that helps
the work of the emergency services. It is both the goal
and interest of our company to promote the use of the
technology in the widest possible circle and at the
highest possible level. But in the absence of a
supplementary contract which would enable the
development the contract signed for years ago and the
prevailing business environment do not give us more
freedom of movement for the time being, Béla
Kozma added.

efficient and secure implementation of the given tasks.
The EDR is using TETRA technology in Hungary. TETRA is
the acronym for a mobile telecommunications system
designed for professional use called Terrestrial
Trunked Radio. This technology is a unique combination
of group communication services, mobile telephony,
message sending and mobile data services available from
the single radio unit.
The current users of the EDR service, which was
implemented by the deadline of January 2007 by Pro-M
Zrt. include the National Police Command, the Hungarian
Customs and Finance Guard, the organizations of the
Fire Service, the National General Directorate for
Disaster Management, the National Directorate General
for Environment and Nature Protection and Water
Management, the National Ambulance Service, the Air
Ambulance Service, the National Command of the
Hungarian Prison Service, the Hungarian Army and the
National Security Services.
The company was successfully audited for compliance
with the ISO 9001:2000 (MSZ ISO 9001:2009) and the
ISO/IEC 27001:2005 standards in May 2008, which proves
its readiness and commitment to service the users and
provide the level of information security which is
indispensable for them. In early 2009 the company
introduced the ISO 14001:2004 standard environmental
management system.
